Before MoCRA, there was no unified federal regulatory framework in the United States specifically governing tattoo ink manufacturing. As a responsible manufacturer, Caesar sought independent verification that the formulation met stringent safety standards. To achieve this, the product underwent third-party testing in Germany under EU REACH requirements.
REBEL voluntarily completed proactive EU REACH compliance before it was formally required to register. This was done to ensure the formulation met defined safety thresholds and to maintain product health and medical safety.
Current research indicates that a small fraction of tattoo ink pigment particles can migrate from the tattooed area into the bloodstream, circulate through the body, and accumulate primarily in the lymphatic system.
This is why third-party laboratory (CTL® GmbH Bielefeld) testing of the formulation is critical. Independent testing verifies impurity thresholds and identifies potential hazardous components, including carcinogens. The formulation and certification process were completed voluntarily by Caesar to provide absolute peace of mind for client safety, without external funding or institutional backing.

Voluntary EU REBEL REACH Certification — Before U.S. MoCRA Registration Existed
Governed by the European Chemicals Agency (ECHA), REACH (Registration, Evaluation, Authorization and Restriction of Chemicals) was established in 2007 to create the highest global standard for chemical safety. While the broader framework has been in place for nearly two decades, its specific “Tattoo Ink Reset” (Annex XVII) took full effect in January 2022, strictly limiting or banning over 4,000 hazardous substances. Its purpose is to shift the “burden of proof” from regulators to manufacturers, ensuring that any substance implanted into the skin is pro-actively verified as safe through rigorous lab analysis rather than reacting only after health issues are reported.

Sets the rules. Manages the restricted substance list (Annex XVII). Does not test products, review formulations, or grant product approval.
Manufacturer (REBEL)
Guarantees compliance. Holds full legal responsibility to ensure all ingredients meet REACH limits and restrictions in their professional tattoo inks.
Third-Party Laboratory (e.g., CTL®)
Verifies compliance. Conducts independent testing to confirm the formulation meets REACH requirements.
German authorities have the legal right to conduct unannounced inspections of tattoo studios. Ink samples can be taken directly from workstations, tested in laboratories, and penalties issued if non-compliant substances are identified.
The laboratory issues test results in a formal certificate documenting each parameter and its pass/fail status.
If compliant, manufacturers can register the product in the EU database in Brussels for public and regulatory reference.
REBEL does not distribute compliance documents privately. As required under EU REACH, certification, ingredient disclosure, and labeling are transparent—visible on the product and in the product page images. No gated access. MoCRA registration in the U.S. does not enforce equivalent labeling transparency.
