FDA MoCRA Compliance — The New Minimum Standard
MoCRA & REACH compliance tattoo ink defines the REBEL standard. REBEL Black Ink is REACH certified and MoCRA registered, combining verified formulation, transparent labeling, and consistent performance.
REBEL is fully aligned with the Modernization of Cosmetics Regulation Act (MoCRA) requirements by U.S. Food & Drug Administration (FDA).
- REBEL’s manufacturing facility is registered
- REBEL’s product listing is submitted
- REBEL’s documentation and record keeping meet current FDA expectations.
This protects against enforcement—recalls, shutdowns, and regulatory penalties. It is compliance. Not a higher standard. Transparency is not just a marketing term for REBEL regarding manufacturing, labeling or record keeping. We don’t need to send the public relevant safety information to our artists or distributor partners privately, because it is published here for everybody to see or readable on the product label.
For MoCRA & REACH compliance tattoo ink, the distinction between registration and verification is critical. MoCRA focuses on registration and post-market enforcement, not independent premarket verification or standardized chemical limits.
REBEL — FDA MoCRA Registration
REBEL’s facility registration and product listing have been submitted and accepted by the FDA under MoCRA. The confirmation below documents this status.
REBEL Performance Shield
REBEL does not separate compliance from performance.
It integrates three priorities:
- Affordable pricing
- High-performance application
- Verified ink safety standard.
The REBEL Standard: Good Manufacturing Practices (GMP)
While MoCRA and REACH set the rules, GMP is how we live them. It is the rigorous operational discipline that ensures the bottle you buy today is identical in quality, purity, and performance to the bottle you buy next year.
Batch Consistency: Every drop is formulated under strict environmental controls.
Full Traceability: We track every raw ingredient from the supplier to the individual bottle on your workstation.
Contamination Control: Our facility operates under manufacturing protocols to prevent cross-contamination.
Proactive Audit: We don’t wait for the FDA to ask for paperwork; we maintain “audit-ready” logs for every single production run.
- Safety: A third-party laboratory performs microbial testing for yeast and mold on each individual batch before bottling.
REBEL Black Professional Tattoo Ink Compliance
Pre-MoCRA Context (United States)
Before MoCRA, there was no unified federal regulatory framework in the United States specifically governing tattoo ink manufacturing. As a responsible manufacturer, Caesar sought independent verification that the formulation met stringent safety standards. To achieve this, the product underwent third-party testing in Germany under EU REACH requirements.
Proactive EU REACH Compliance
REBEL voluntarily completed proactive EU REACH compliance before it was formally required to register. This was done to ensure the formulation met defined safety thresholds and to maintain product health and medical safety.
Pigment Migration and Biological Distribution
Current research indicates that a small fraction of tattoo ink pigment particles can migrate from the tattooed area into the bloodstream, circulate through the body, and accumulate primarily in the lymphatic system.
Importance of Third-Party Laboratory Testing
This is why third-party laboratory (CTL® GmbH Bielefeld) testing of the formulation is critical. Independent testing verifies impurity thresholds and identifies potential hazardous components, including carcinogens. The formulation and certification process were completed voluntarily by Caesar to provide absolute peace of mind for client safety, without external funding or institutional backing.

REACH Certification — The Higher Standard
Registration, Evaluation, Authorization and Restriction of CHemicals
Governed by the European Chemicals Agency (ECHA), REACH (Registration, Evaluation, Authorization and Restriction of Chemicals) was established in 2007 to create the highest global standard for chemical safety. While the broader framework has been in place for nearly two decades, its specific “Tattoo Ink Reset” (Annex XVII) took full effect in January 2022, strictly limiting or banning over 4,000 hazardous substances. Its purpose is to shift the “burden of proof” from regulators to manufacturers, ensuring that any substance implanted into the skin is pro-actively verified as safe through rigorous lab analysis rather than reacting only after health issues are reported.
What REACH Means for Tattoo Inks
ECHA (The Agency)
Sets the rules. Manages the restricted substance list (Annex XVII). Does not test products, review formulations, or grant product approval.
Manufacturer (REBEL)
Guarantees compliance. Holds full legal responsibility to ensure all ingredients meet REACH limits and restrictions in their professional tattoo inks.
Third-Party Laboratory (e.g., CTL®)
Verifies compliance. Conducts independent testing to confirm the formulation meets REACH requirements.
- Manufacturers must submit formulation data to an EU-authorized laboratory (e.g., CTL Lab in Bielefeld) for rigorous testing of each ingredient and substance that may pose risks to human health.
- All ingredients must be documented and supported by corresponding Safety Data Sheets (SDS).
- Product labeling must fully match the formulation, listing every ingredient in correct order and concentration.
- Test scope includes: free amines, prohibited preservatives and phthalates, heavy metals, polyaromatic hydrocarbons (PAHs), and sterility.
Market Enforcement (Germany Example)
German authorities have the legal right to conduct unannounced inspections of tattoo studios. Ink samples can be taken directly from workstations, tested in laboratories, and penalties issued if non-compliant substances are identified.
Certification and Registration Outcome
The laboratory issues test results in a formal certificate documenting each parameter and its pass/fail status.
If compliant, manufacturers can register the product in the EU database in Brussels for public and regulatory reference.
Need Proof of Reach Documentation?
REBEL does not distribute compliance documents privately. As required under EU REACH, certification, ingredient disclosure, and labeling are transparent—visible on the product and in the product page images. No gated access. MoCRA registration in the U.S. does not enforce equivalent labeling transparency.
REBEL — REACH Certified. MoCRA Registered. Fully Transparent by Design.
MoCRA vs REACH — Registration vs Certification
| Feature | MoCRA – Reactive (Competitor Standard) | REACH – Proactive (REBEL Standard) |
|---|---|---|
| Requirement | Mandatory Registration | Mandatory Chemical Limits |
| Testing | Self-Substantiated | Independent 3rd-Party Lab |
| Banned Substances | General Safety | 4,000+ Restricted Chemicals |
| Verification | “Words” (Self-Reported) | “Facts” (Lab Certified) |
| Approach | Reactive (Fixes issues later) | Proactive (Prevents issues now) |
REBEL Black Ink represents MoCRA & REACH compliance tattoo ink built on verified formulation and transparent standards.
